Income-qualified households can get free upgrades through PG&E's Energy Savings Assistance program, and homes that heat with a permanent heat pump can request PG&E's all-electric baseline allowance, which bills more of your winter usage at the lowest rate.
Because PG&E rates have climbed steeply in recent years, the real money in this territory is not a rebate check, it is the monthly bill. Right-sizing the system with a load calculation and choosing high-SEER2 variable-speed equipment does more for a PG&E household than any coupon. One honest note on the big statewide programs: TECH Clean California single-family heat pump incentives closed to new reservations on November 14, 2025, HEEHRA income-qualified rebates were declared fully reserved statewide on February 24, 2026 (waitlist only), and the federal 25C tax credit expired December 31, 2025. Anyone quoting you those dollars today is selling with stale numbers.
